Arms Deal Saga: EFCC Arrests Saliu Atawodi for Alleged Diversion of N600 Million




The Economic and Financial Crimes Commission (EFCC) continues to investigate the alleged $2 billion arms deal fraud saga. 

On Thursday, the commission arrested more suspects in the case including former Chairman of the Presidential Implementation Committee on Marine Safety, Saliu Atawodi, who is being accused of alleged diversion of N600 million meant for acquisition of military boats for the use of the Nigerian armed forces, Vanguard reports.

Atawodi was said to have awarded the contract for the boats and fully paid for them while none was supplied at the end of the day, thereby making Nigeria lose the funds.

The report further states: “Others who are already being detained in connection with the arms deal include former National Security Adviser, Sambo Dasuki; Chairman Emeritus of Daar Communications, Raymond Dokpesi, former governor of Sokoto State, Attahiru Bafarawa and former Minister of State for Finance, Bashir Yuguda.”

      From the comments below it’s so clear this man’s kids have BN commenters as friends. Theft is theft is theft regardless of how ‘humble’ someone appears.

      There is NO smoke without fire and for someone to be in Nigerian public service for as many years as he has with as much power as he did, it is not at all unlikely that he actually perpetrated the crime.

      Just peep the lifestyle of his children for starters. No other developed country would allow such without questioning.

      Nigerians need to em-brain themselves. Wake up and smell the corruption.

      Is this maybe personal for you? How do you know his children’s “lifestyle”. I am 100% an acquiantance of the family, and they asked that we do a bit of old research before judging, before this even got to the news. Most of the comments are probably as a result of the email that went out. His daughter sent an email with scanned proof (letters/accounts). And when they say “only 600″…to hold power as long as he did, and suddenly get clumsy on a M600N deal is odd. So we are asking for more to be done before the media proves judge and jury. (Yes it is a lot of money, but relative to what went through PICOMMS per day, its a drop in an ocean)
      I suggest you wait till he is out and is able to hopefully give a statement and perhaps throw stones then.

      I was really wondering the same thing!! Surely PICOMMS has more than N600m go through it PER DAY! Why would he then be so careless for 600N?? Meeting him at IBB golf course that he built the tennis court at to collect bribe?? I played in one of his tournaments, everyone at IBB golf club knows Atawodi, he built the tennis court. That part really threw me off! Even if he wanted to collect a bribe, he would now tell the guy to bring the money in CASH to IBB?? Abeg this one we are NOT fooled!

    I read the old articles sent out by his family. It is really terrible if this is just an attempt at blackmail gone wrong. It seems fact that there was an attempt to shut down PICOMMS by late General Azazi,which coincidentally was the exact same time this scandal broke out! The senate then voted to shut down Picomms after it ran for 8 years because of this….Tompolo ws then chosen to head maritime. This is like an interesting movie, would be interesting to know more

    After reading the above comment, went and did some research. Because honestly the tin no make sense. 8 years of Nigeria’s maritime security and just n600million? Copied and pasted some excerpts below (

    “…But Atawodi told the SSS panel that Hassan had filed a baseless petition in order to divert the attention of the government from probing his (Hassan’s) activities.

    He opened up on how the contract came about and why Hassan should be held accountable.

    He also gave details of the accessories of the boats, including training armaments, radar and Automatic Identification System (AIS).

    A source in the grilling panel quoted Atawodi as saying that in October 2011, Alhaji Rabiu Hassan had reached out to PICOMMS with a business plan to take on already produced K-38 boats from TP Marine, in The Netherlands.

    The source said: “According to Atawodi, the petitioner (Hassan) asked the Federal Government to hasten up action on the proposal because many countries and buyers were also pressurising TP marine to buy the boats.

    “Atawodi alleged that Hassan, who served as the representative of Hypertech Nigeria Limited proposed an initial cost of Euro 15.5million. But PICOMMS said it should not be rushed into a contract and opted to carry out an audit or inspection of the boats to meet the required international standards.

    “We were careful from the beginning; we did not want to do anything which will ridicule Nigeria, “Atawodi told the panel.

    From his submissions, he admitted that he put a former National Security Adviser into confidence on the proposal before PICOMMS.

    He said the ex-NSA claimed that it would be in the interest of the nation to acquire the six boats.

    He said a team of PICOMMS staff and the CEO of Hypertech Nigeria Limited, Mohammed Mustapha (without Rabiu Hassan) later went to The Netherlands to inspect the boats.

    Atawodi added that the inspection team discovered that the boats were in “good shape with required standards.”

    On how the N620m ($4m) came about, Atawodi told the panel that Hypertech sought initial payment to “serve as a guarantee to secure the boats.”

    Concerning the alleged diversion of N620million out of the contract sum, the source said Atawodi insisted that there was nothing like that.

    The ex-AVM was quoted as saying: “I have built a good reputation over the years, I cannot tarnish a career that made me to rise to the rank of an Air Vice Marshal. I did not divert a kobo from the contract sum.

    “I did not ask Hassan Rabiu to convert the N620million into USD and deliver same to me personally. The statement of Account of Hypertech Nigeria Limited with ECOBANK showed how Rabiu expended the N620million.

    “I challenge him to bring evidence to prove that he ever cleared his account to convert Naira to US dollar to bring to me.”

    Atawodi said on the 14th April 2012, Rabiu wrote a letter to him in which he admitted to have “paid the money in full for the basic boats…They have no reason not to release the basic boats immediately.

    “How can someone who admitted paying for the six boats in writing turned back to say that he withdrew the N620million and converted it into US dollars for me?”

    Responding to a question, Atawodi said PICOMSS complied with the nation’s procurement requirements as contained in the law establishing the Bureau of Public Procurement (BPP).

    Regarding the two Israelis questioned over the contract scandal, a source said: “The Israelis have testified and they were able to convince the panel that they facilitated contact with Zvi Yanai (aka Turbo), who was the agent appointed by TP Marine of The Netherlands.

    “They even tendered evidence of $500,000 wired to assist Hypertech UK Limited to secure the six boats for Nigeria .

    “So far, there is no proof that these Israelis wanted to defraud the Federal Government of Nigeria. Instead, they showed proof that Hassan is owing them $810,000.”

    “We also have issues surrounding the ownership of Hypertech Nigeria Limited, Hypertech UK Limited and Hypertech(UK) Limited. Findings have shown that Hypertech Nigeria Limited and Hypertech UK Limited which negotiated and won the contract are owned by Mohammed Mustapha with Hassan as the face of the organization.

    I am a military man. AVM Atawodi had a blemish free record, young fighter pilots will tell you they still hold him in very high esteem! When this story first came out, we urged Atawodi to put his side out in the media, but he said it was against security protocol to do that. Rabiu Hassan wrote a letter of apology and the ministry of justice threw out the case as being baseless, so it died.
    It is shocking that Buhari has now pulled this out. General Buhari please recall that Atawodi led the maitatsin fight (old version of bokoharam) to Chad and led you to victory, you used this same point when campaigning! Now you want to use the same man to show that you are doing work. As a military man, you owe it to him to have done some more due dilligence before instructing the EFCC to hold him!

    The contractor accusing Atawodi attempted a rogue deal with late Gen Azazi. Atawodi ended up refusing to play ball. A few days later, this story with the contractor willingly telling his side was all over the papers. Weeks later, PICOMMS was closed.
    Atawodi. We your old boys stand with you sir! No body can break a true military man of your calibre! Let them try!

    From the article written, why is the focal point Atawodi! The contractor is yet to deliver the boats. What happened to the remaining 11million. Too much hear say. I’ve read other articles about this deal so why is this peddled as the truth. BN, did you follow the money, they mention Ecobank. At least we can see trail. Looks like a hasty Copy & paste job. No real research! Let’s enter 2016 with truths and hear all the facts before condemning people that have worked their entire life building their lives into thieves.     I do not want to rejoice at another’s downfall and in fact it is really really hard for me not to rejoice while reading this article. So all I will say is this:

    We pray that God/Allah gives Buhari the wisdom and strength he needs to do what is necessary to free Nigeria from crooks, murders, and their offsprings.. We pray that our enemies — these shameless thieves who have bleed our country dry, destroyed the dreams of generations of Nigerian’s children, and made a mockery of the sacrifices of the efforts of our fore-fathers to free us from the White man’s oppression and the belief that we are less than — will stop STEALING OUR MONEY. God please help them to develop SHAME. Help them to develop EMPATHY for:
    – the millions of bright children who are denied great education,
    – the pain families go through when a loved one dies in the death halls masquerading as hospitals in Nigeria
    – the pain families go through when a loved one dies from death traps we call roads
    – the anger and helplessness a father/mother feels when he/she cannot provide 3 sqaure meals for their child(ren)
    – the pain/isolation we feel when we have to leave OUR homes and become foreigners in other people’s countries because our government continues to fail us.

    Nigerians, we really need to stop this itchy finger syndrome and wait for proper judgement before we rain insults! The truth has been emailed to a group of people, I think the family is waiting till he is released to allow the press carry the actual story. It is going to be VERY interesting when they do! I am actually glad this story is coming to light, because Nigerians are about to learn how much crap goes on behind closed doors!

    Received the forwarded email with the scanned account details and Rabiu’s initial statement pleading with Atawodi. He is a lucky man to have such bright kids, because they saved and documented all evidence. I am glad I was emailed before I joined the public to make judgements with no facts. But I worry about the state of Nigeria, if men are detained on allegations that have strong proof showing otherwise, it truly does mean we are back in military regime. Praying for the Atawodi’s, God will allow the truth be revealed.

    So it looks like there was some sort of personal fight between Atawodi and Late NSA Azazi? And their personal drama somehow ended up with this? We need to know more! If our leaders are fighting and shutting down govt agencies that were working as a result, they owe it to us to tell the tax payers what happened! Security protocol or not!
    EFCC should release their findings on this case to the public! Nigeria had an agency this hitech and got closed? Why? So confusing. I am more interested in this Azazi and Atawodi fight. selfish!     The Federal Government may have unwittingly shot itself on the foot in the battle against piracy, oil theft and other criminal activities along the Nigerian coast in 2012, when it was misled to scrap the best maritime security outfit ever set up in the country known as the Presidential Implementation Committee on Maritime Safety and Security (PICOMSS).

    THISDAY findings revealed that the multi-billion naira agency was inaugurated by former President Olusegun Obasanjo and was chaired by Air Vice Marshall (AVM) Saliu Atawodi (rtd) to deal with increasing cases of maritime crimes, crude oil theft and bunkering in the Niger Delta and Gulf of Guinea.

    The President was said to have requested that the National Assembly approve the setting up of a maritime security agency that will protect ships, oil facilities and ports in the Niger Delta region. The agency was expected to have wide-ranging powers, including superintending coastguard officials, inspect ships, arrest suspects and carry firearms within the region.

    According to a reliable source who was part of the key players mandated to operate PICOMMS, the agency was expected to provide security information on oil and gas pipelines, rigs, platforms and all other established installations Sources confirmed that the security agency will be funded from a one per cent levy on annual profits from companies using Nigeria’s waterways.

    The source alleged with regret that such an important agency was allowed to die because of some personal rivalry between its chairman, AVM Atawodi and the late National Security Adviser (NSA), Gen. Patrick Azazi.

    According to information made available to THISDAY, PICOMSS was designed as an intelligence-gathering ultra-modern and state-of-the-art joint forces agency. In the arrangement, which was already operational with equipment in all the major coastal cities across Nigeria, the Nigerian Army was given an administrative role, Navy logistics and Nigerian Air Force (NAF) was flying the King Air aircraft that is capable of recording and transmitting live of all the activities on the high sea.

    “The finance office was also handled by an Air Force serving Group Captain with three pay clerks,” the source disclosed. “PICOMSS had powerful maritime equipment and overseas-trained staff in all Nigeria coastal states. The Lagos branch of PICOMSS is in the premises of NITEL Office at Bar Beach Bus stop. It has state-of-the-art equipment in Calabar, Port Harcourt, Warri and other major cities that can monitor all the maritime activities from the control centre at the Office of NSA (ONSA) in Abuja.”

    The source blamed the downfall of PICOMSS on the feud between AVM Atawodi and the late NSA Azazi. He said they were unable to distinguish their personal sentiments from the work and this has cost Nigeria such an invaluable agency.

    If Atawodi is innocent then ALLAH will definitely fight this battle for him – and when he WINS, people will come to respect and honor Atawodi even more.

    But is he guilty, then HE SHOULD PAY THE PRICE.

    Nigerias, please stop and think. All this posturing about “Your boys stand loyal” or whatever needs to stop. If you truly believe that your father/mentor is innocent – then you should urge him to come forward with the proof/papers that will vindicate him.

    Didn’t one of his supporters say that his smart children helped him save some documents that show he is innocent? Well, please this children should also know that they can release those documents to the public. Better yet, counter sue the Nigerian Government/EECC for slander and THEN EXPOSE THE TRUTH/REAL THIEVES.

    Nigerian will LOVE THEM FOR LIFE for doing so.

    In the meantime, you have to forgive Nigerians for not believing that any person who has been a a public servant – Atawodi joined the Nigerian Military 1972 – for over 50 years has CLEAN HANDS. Especially if said person’s children takes exotic trips to every expensive locations, wears very expensive designer clothes/shoes/bags, partakes in POLO, lives in expensive flats in some of the most expensive locations in the world, etc.
