Fashola N78 Million Website Saga: IT Firm Says ‘Less than N10 Million’ Was Paid





The alleged N78 million said to have been spent on former Lagos state governor Babatunde Fashola‘s personal website, is still a hot topic.

The IT firm said to have been awarded the contract, Info Access Plus Limited, has released a statement claiming that it was a N10 million contract and not for N78 million.

Here is the statement as reported by Premium Times:

Our attention is drawn to the twitter campaign alleging that the Lagos State Government (LASG), led by His Excellency, Babatunde Raji Fashola, SAN spent Seventy Eight Million Naira (N78M) to upgrade the web site, a site dedicated to giving citizens unfettered access to the Governor’s daily activities and open access to information.

It is imperative to state here that, the website in question is not Mr. Babatunde Raji Fashola’s personal website but an official website which reports and documents his official activities as a way of socially accounting for his stewardship to the people of Lagos State.

This initiative of having an official website for the Governor was to build on the earlier commitment to open access which saw Governor Fashola being the first serving governor to publish his telephone number on the pages of newspapers. As pressure mounted on that number, the website and all of its social media handles became alternative platforms for people to directly engage with their elected governor.

While we do not hold brief for the Lagos State Government, the selective loading of contracts awarded and executed by the Lagos State Public Procurement Agency is itself suspect and aimed at a pre-determined end. The statement of the Contract Line Item and the cost ascribed on the website of the agency are therefore misleading and mischievous.

For avoidance of doubt, we are by this medium therefore laying bare the facts for the public:


The former Lagos State Governor, Mr. Babatunde Fashola, SAN, set out to streamline easy access to himself, while in office and to document his activities for the citizens.

From 2008 and up till May 29, 2015, the web site has processed thousands of press releases/speeches, more than 6 million pictures, thousands of videos to generate world class, content-rich online information collaterals for the former Governor of Lagos State, Mr. Babatunde Fashola, SAN.

The same web site provides great opportunities for the Lagos State Government, as it collates all activities of the Lagos State Governor, Mr. Babatunde Fashola, SAN, and his government during his two terms.

What Did LASG Get For the alleged “N78M”?

  • N12.5m was quoted for the upgrade of the web site, which includes complete re-design of all the hundreds of page templates. Meanwhile, the LASG spent less than N10m on this and not N78M being bandied on the social around.
  • Info Access Plus Limited will provide free technical support for the entire life cycle of the web site.
  • Info Access Plus Limited will manage the contents of the site, which consist of press releases, speeches, photos, videos, etc for one year.
  • Info Access Plus Limited developed and managed the first and only web-based 1-year Countdown Clock to May 29, 2015 on a 24-hourly basis off the back of this same service cost for a period of 1 year from 2014 to May 29, 2015.
  • Info Access Plus Limited developed mobile apps for the top four platforms, namely Apple iOS, Google Play, Microsoft Windows Phone 8 and Blackberry World off the back of this same service cost.
  • Info Access Plus Limited will provide free technical support throughout the life cycles of all these mobile apps also off the back of this same service cost.

For the Records

  • In addition, Mr. Babatunde Fashola, SAN, personally paid for the web site, even when he was the Lagos State Governor. He felt that is the online presence of his Non-Governmental Organization, BRF Organization. Again, we state for the records, that the website in question is the official website of the Governor of Lagos State and not Mr. Babatunde Raji Fashola’s personal website as being disparagingly alleged by the campaigners.

    Knew $78m was beans!

    That said, Fashola fall my hand sha. Also who do these website guys think we are buffons??? Facebook has hundreds of millions of traffic daily. You cannot compare Facebook with a website most of us (Show of hands if you have) have never heard of today. Their assertions are no different from ministry of mines earning salaries or people working at Ajaokuta. I won’t say I expected better from Fashola, I’m rather cynical about politicians but I expected a more well thought explanation.

      $50000 at today’s exchange rate. In 2008 when the contract was signed, the dollar value was much higher! Either way all na wash. That might be all the agent got, but the official papers state higher. Ólè búrúkú tiff-tiff!

    As a web designer here in the states, I will feel very greedy to charge a client up to $5000 for that ugly website, but I guess I am in the wrong market lol.

    Funny how they are quick to compare the Obamacare health exchange website and the other tech giant sites. Yes the Obamacare site was also a waste and by the way, was built for processing millions of transactions. Last time I checked, Fashola was a governor and not a President of Nigeria that all of a sudden, his website will need to process large amount of data from the citizens. You cannot compare the quality that ugly site to those business sites…Facebook, Apple, Google, all process billions of transaction per minute which I don’t think is the case for Fashola’s website. SMH

    I don’t know what to believe anymore but our public offices lack transparency.
    We Need to put In Measures that encourage transparency and deter citizens from stealing public fund. Right now we don’t have checks and balances, in all levels of government.

    As much as the website doesn’t seem like a popular one deserving such huge funds to develop, I would say that I have come to realize that building, developing or designing a simple functional website is not cheap but then if info access is a Nigerian company I believe they must have over charged as usual based on the fact that they have sized up their potential client (lagos state in this case) as most stupid people or company so in Nigeria before quoting you a price based on elements that do not concern them. (Like comparing Obama care to the rubbish outcome of a website this company made for fashion).
    On the hand I believe this company must be owned by someone known within lasg to have intentionally charged 10m. It looks like a gameplan

    It just goes t show how they inflate contracts, the people who design website may only received 10 million but many others in between who helped them to pass the contract to Fashola would have taken their cuts too, corruption. Am sure fashola is shocked to learn about the true cost of the site too.

    Still do not understand why a Governor will spend that much in developing a personal website. The website features are so outdated. I bet you the Template they used is a free WordPress. No coding, No payment integration, No Web services Call, What then was done with TEN MILLION NAIRA? How much did it cost to develop Lagos State’s website?

    In 2008 it was N120 to the $1. That means over $83,333 was spent on
    a site that looks like a $50 wordpress site.

    And then to compare it with the Obama Care Website that processes data for potentially over 300,000,000 Americans, that will need its own server that can never go down, that processed tons of data daily. To compare it to is insulating.

    Now I am not saying any corruption happened. But that is an insanely high amount to pay for this type of website. Insanely high.

    How can we believe what this IT firm is saying?? btw, the list of sites being used as a yardstick to validate his misuse of funds for a personal website is just crazy..

    This is the most stupid counter argument I have ever read as a response to misappropriation of funds. Clearly the person who put up this is a novice at stealing or was not adequately prepared with no contingency plan for an unexpected leak. I urge you to make comparisons with African countries and states with similar needs and indices, using a cost effective analysis where this bullshit website has worked effectively.
    Do not bring up obama care or America which is a developed country and compare it to a state in a developing world. This is so disappointing, you can’t even cover your tracks.

    Info Access Plus…hmm , i strongly suspect that their are sponsors are within the Lagos state government… else why the passionate (but poor) defense of BRF? You were just meant to present the facts dispassionately from your end.

    I say it again, politicians have been washing your heads since 1960.

    When we stop comparing parties and start scrutinizing individuals based on their words and actions, just maybe we’ll begin to have more intelligent discussions / debates.
